AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, Claims Netherlands Regulator

AI assistants have been shown to be “inaccurate and evidently prejudiced” when providing election recommendations, the Netherlands’ data watchdog has stated, issuing warnings about a potential threat to democracy just over a week before national elections.

Testing Reveals Consistent Bias in Chatbot Recommendations

The four chatbots tested by the AP “frequently recommend identical two parties”, irrespective of the voter’s inquiry or input, the regulator noted in a analysis released ahead of the late October vote.

For over 50% of instances, the chatbot suggested either the far-right Freedom party (PVV) of Geert Wilders or the progressive GroenLinks-PvdA led by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are almost never mentioned”, even when the voter’s query precisely aligns with the positions of these political entities, the study pointed out.

Official Warns Against Using AI Chatbots for Election Advice

The vice-chair of the AP, Monique Verdier, commented that while AI assistants appear to be smart resources, “for election guidance, they repeatedly fall short”. Voters were being pushed toward a party that might not correspond to their political views, she added.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against employing AI assistants for election recommendations, as their functioning is opaque and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an election that will be closely watched across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the left-wing and centre-right parties appears to be narrowing, with many voters yet to make up their minds.

Every significant political faction have ruled out an alliance with the PVV, meaning the runner-up party is most likely to supply the future head of government.

Unintentional Bias Linked to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a result of the way AI chatbots operate.
