Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been defused. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.
The Pattern of Negotiation and Warfare
The chain of opposing developments captured the bleak nature of the current period. By day, political struggles are waged: hopeful statements are issued from multiple capitals. Significant resources is expended on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, military action persists as the key method for achieving "resolution".
Nighttime Reality
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting missile launches from enemy soil, a capability afforded by up-to-date information. From observation points, defense planes that had been dispatched to counter approaching guided weapons streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense engaged: multiple launches targeted at a incoming threat. This was a modern interception technology at work, probably provided by allied countries. Every launch creates sudden vibrations, rattling buildings. The brief panic quickly gives way to sober acceptance: maybe the incoming missile won't hit its mark this time, protecting urban areas from ruin and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon opened up on a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it maintained course toward its destination.
Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those 24 hours encapsulated Ukraine's essential dependence on international aid – a dependence that neighboring countries are evidently unprepared to substitute in the short term.
Ineffective Peace Efforts
The detailed framework from US administration sparked intense emotion, controversy and serious worry – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and bilateral conferences.
Every new proposal from US leadership follows the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is tempting to accuse certain parties of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a premise understood by international relations experts: you cannot secure via talks what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to surrender the territory that it already controls in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the situation will not change more in its benefit in the coming year.
Opposing Positions
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing people and territory but avoiding a total frontline collapse until conditions improve in its benefit.
Current Realities
Realistically, there are no actual prerequisites for a ceasefire. Now, subjective factors are becoming relevant: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.
These two forces are driving the talks.
Assessment and Future
It took a just a single week to kill the 28 points of the current initiative. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, latest revelations, all achieved their purpose.
While new initiatives based on previous concepts are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the foreseeable future, largely rely on continued Western support.
